Three types of evaluation methods have been agreed upon. These include:

CTS Phone/Mail Surveys

Before (2006) and after (2010) community phone/mail survey conducted by the Center for Transportation Studies at the University of Minnesota for all four NTPP communities.

Before and After Community Survey

In February of 2007, the Center for Transportation Studies (CTS) at the University of Minnesota, working under contract to the NTPP pilot communities and the Federal Highway Administration, completed its report on the findings of the community-wide baseline surveys. Conclusions in that report, entitled NTPP Program Evaluation Study, were drawn from a mail and phone survey in each of the four pilot communities. In Minneapolis, 343 surveys were completed. The CTS report was summarized in a shorter format for inclusion in the Report to Congress in the fall of 2007. The pilot communities have already contracted for the “after” survey that will be administered for the conclusion of the evaluation work. Funding for this work has been set aside from the NTPP pilot allocations by the FHWA to cover this work in 2010.

Project Documentation

Documentation of all funded projects/activities with additional project specific measurement for 5-6 key projects. Project specific measurement will include counts, intercept surveys, and other methods of estimating use or impact.
