Project-Specific Evaluation
Select projects have been identified for project-specific evaluation. The purpose of this evaluation is to measure actual impacts of a specific investment and thus additional data are collected. The following projects have been identified for this evaluation:
Bike parking at various locations within Minneapolis
“Baseline” parking observations will take place at six locations first in May of 2009 before the racks are installed and then again in May of 2010 and possible further out years. Postcard surveys will also take place in both 2009 and 2010 at neighborhood/commercial locations.

Franklin/Riverside Avenue bike lanes
New striped bike lanes made possible by conversion of the existing roadway from 4 lanes to 3 lanes. Counts took place at this location in September of 2007 and 2008 and monthly since February of 2009. Approximately 80 intercept surveys were also conducted on the Riverside Ave. overpass over 1-94 and Franklin Avenue Bridge over the Mississippi River during the fall of 2007. Surveys will be repeated in 2010.
Hiawatha LRT bike/ped trail extension into downtown Minneapolis
Counts took place just south of the location of the proposed trail extension during September of 2006, May of 2007 and September of 2007 and 2008. Additional counts are being conducted monthly since February 2009.
University of Minnesota bike/ped trail extension
Counts took place on Bridge #9 which will connect to the new trail during September of 2006, May of 2007, and September 2007 & 2008. Additional counts are being conducted monthly since February 2009.
Marshall Avenue “Livable Streets” project
Counts of bicyclists and pedestrians took place on the Marshall Avenue/Lake Street Bridge in September of 2006, May of 2007, and September of 2007 & 2008. Additional counts are being conducted monthly since February 2009. This project is also within the boundaries of the St Paul Smart Trips Union Park Project that will begin in the summer/fall of 2009.
Bike and Pedestrian Ambassador Program
The Bike Walk Ambassador program got underway in spring of 2008. This program will be evaluated by measuring the effectiveness of the program at meeting its priorities and serving the target markets. Evaluation will include review of program outcomes, measurement of specific behavior change and a health evaluation of the following: Bike Walk Ambassador Program Priorities (In no particular order):
- Deliver an effective marketing campaign;
- Promote a culture of courtesy, acceptance and safety for all mode shares – motorists, bicyclists, and pedestrians;
- Build a program with long-term committed steering committee members;
- Foster a social norm where walking and biking are part of everyday routines;
- Work with community leaders to frame program strategies, build community-based partnerships, and work with volunteers;
- Leverage existing Governmental and Community efforts to maximize results; and
- Create a program with clear and measurable outcomes, as well as a built-in evaluation that fulfills the grant’s intent.
Bike Walk Ambassador Program Target Markets:
- Communities and population groups where bicycling and walking rates are most likely to increase.
- Minority communities, with a focus on culturally-relevant programs and messages.
- Priority communities where there are existing efforts, opportunities to leverage additional resources and support regional equity.
